Impact of Section 6001 Studies

Expansions and New Hospitals Halted PHA’s 2011 study identified 47 physician-led hospitals that had to stop expansion as a result of the Affordable Care Act’s Section 6001. The same study identified 38 hospitals that were under development and unable to meet the December 31, 2010, deadline to grandfather physician ownership. Thirty-nine hospitals ended their projects due to the inability to be built by December 31, 2010.

Efficiency and Clinical Outcomes Studies

Higher Quality of Care, Greater Efficiency and Lower Costs A 2021 systematic review of 21 studies found “that (a) focused factory POHs provide higher quality care at lower cost with greater efficiency, and (b) there are no harms in general acute care POHs as compared to other community hospitals (i.e., POHs provide equivalent care).”
